Main Description

The British Antarctic Survey (BAS), part of the Natural Environment Research Council, aims to undertake a world-class programme of scientific research, and to sustain for the UK an active and influential regional presence and a leadership role in Antarctic affairs.

British Antarctic Survey are looking to appoint a ship Operations and Programme Manger
This position incorporates the following elements:

- Programming and day to day planning of marine scientific research campaigns in both Polar regions and some non Polar areas.
- Programming and day to day planning of ships based logistics support to the BAS Antarctic Stations.
- General ship management and supervision of two ice class vessels.
- Operational management during the commercial deployment of one of the ships in the North Sea Oil and Gas industry for four months of each year.
- Close liaison and integration with general BAS operations team and the scientific community both inside of and external to BAS.
- Development of strategies to improve the efficiency and effectiveness of BAS ships and general operations.
- Responsibility of DPA for the Ship Safety Management Systems (ISM) running in conjunction with BAS general H&S systems.
- Responsibility as CSO for BAS ship security matters.
- The management and auditing of all safety and security systems.

Duration: Open - Ended Appointment

Salary: Salary will be in the range of £31,020 to £37,500 per annum. We offer a generous benefits package including a defined salary pension scheme, free car parking, flexible working hours and 30 days annual leave.

SHIP OPERATIONS AND PROGRAMME MANAGER

1) To act as DPA and CSO independently of the role as Ship Operations Manager. Refer M.33 and Foreword 6 Management Procedures Manual.

2) To manage the marine operations of BAS, in liaison with Masters and Chief Engineer Officers, safely and within BAS procedures and SMS.

3) To draw together all the various parts of the marine operation as represented by Antarctic & Marine Engineering, Human Resources Section (marine staff), Operations and Logistics Group (OPAL) and other Sections who may from time to time be involved with BAS ships.

4) To facilitate all BASCam Sections communication with the ships, to ensure an efficient marine operation in all respects.

5) To plan the ship itineraries with due regard to the operational, logistical, science cruise/charter, and technical maintenance requirements.

6) To liaise with other sections in BASCam to create the scientific/operational programme for the ships and to liaise with NERC/National Marine Facilities Sea Systems on common ship and equipment programming issues.

7) To plan and ensure delivery of the science cruise, and BAS logistics programme.

8) To investigate means of improving the operation of BAS ships to the general benefit of BAS, the science programme, safety, security and environmental protection.

9) To oversee commercial charters and contract use of BAS ships with special reference to ES North Sea charter.

10) To assist with the chartering of non BAS ships as required.

11) To be the first point of contact for Principal Scientists and Charterers when arranging Scientific cruises or charter operations and to co-ordinate cruise/charter planning.

12) To appoint and liaise with port agents.

13) To maintain links with the shipping industry to ensure BAS ships receive any benefits and information available through that community.

14) To be an active member of the Operations and Logistics Group (OPAL) by assisting with the general aims of the group.

15) To carry out duties of Incident Co-ordinator or any other appropriate role in the BAS Incident Response Plan, as requested.

DESIGNATED PERSON ASHORE/COMPANY SECURITY OFFICER & Deputy

1) Refer Foreword 6 of Management Procedures Manual for note on the role of the DPA/CSO.
2) To ensure that information relating to all aspects of the Ship Safety Management System is distributed effectively to all relevant personnel.
3) To ensure that the Health & Safety, Drug & Alcohol, Security, and Environmental & Pollution policies as well as any other relevant rules, regulations, codes or guidelines are effectively disseminated to staff by the appropriate Heads of Sections/Departments. To ensure that staff are aware of documentation within the SMS and SSPs applicable to their activities.
4) To carry out the duties outlined in MS.08 Contingency Planning and the BAS Incident Response Plan.
5) To ensure that internal audits and reviews are planned and carried out.
To arrange external audits as required by ISM and ISPS codes.
6) To carry out audits as required as per MS.09. and inspections and reviews of the SMS and SSP when onboard.
7) To ensure that shore based activities raised through Management Review Meetings, AINMEs, Safety Committee meetings, NC or CR reports are carried out as soon as practicable thereafter.
8) To be responsible for the controlled issue of all documents relating to the Ship Safety Management System and Ship Security Plans.
9) To review AINME reports, clarify by further investigation if considered necessary and assist H&S Advisor with further investigations as required. To act with the Health & Safety Advisor (for safety matters) or the BAS Board (for security matters) to review and define corrective action, in consultation with the relevant Sections/Departments/personnel.
And to:
- Initiate resultant modifications to the SMS / SSPs or co-ordinate action
- Follow up corrective actions to ensure implemented and effective.
- Report to SMS and Security Review meetings.
- To take action as required to close Non Conformities, Observations, Change Requests.
10) To ensure that ship specific SMS/SSP activities and documents are looked at with a view, where appropriate, to adoption or modification for other ship or general use.
11) To liaise with appropriate Sections, Departments, other personnel and the Safety, Health, Environment Management Team in matters of safety, security or environmental protection.
If any established BAS lines of communication or systems are felt, at his discretion, to be inadequate to address specific issues directly with the BAS Board & the Director.
12) To act as the liaison between ships staff at all levels and Sections in BASCam in the event that the established lines of communication and systems are felt to be inadequate by the ships staff
13) To appoint and supervise a Deputy DPA/CSO to undertake the above duties in case of absence of the DPA/CSO. To advise Masters and Heads of Sections by email when this occurs.
14) The Deputy DPA/CSO assists the DPA/CSO in all these duties and assumes these responsibilities in his absence.
